Supporting the fairness and equitability of tax systems in ATI partner countries: addressing gender gaps
Background
Under Action 1 of the ATI Seville Declaration on Domestic Revenue Mobilisation, ATI members have committed ‘to support DRM efforts on the basis of fair, gender responsive and environmentally sensitive tax policies, as well as fair, efficient, effective and transparent revenue administrations.’ With inequality growing in many countries, the role of the fiscal systems as one pathway to take corrective measures remains important. Taking advantage of the potential of tax systems to tackle gender and income inequity requires understanding their current impact of on gender and other outcome indicators.
The Fair Tax Monitor (FTM), a methodology developed by Oxfam, Tax Justice Africa (TJNA), and partner Civil Society Organisations (CSOs), is one tool which helps countries assess the fairness and effectiveness of their national tax systems. It has been developed to identify key policy challenges and support advocacy for equitable fiscal systems, empowering civil society to participate in tax policy processes and foster public dialogue between different stakeholders. The methodology has been implemented by some ATI partner countries to assess the gender impact of their tax systems with country reports identifying gaps and recommendations as a way forward.
Continuing the ATI’s work on the promotion of gender responsive tax systems in partner countries, the ATI, together with Oxfam, and TJNA, is organising a virtual session on the application of the FTM. Its objective is to provide an overview of the focus areas of the research methodology and present main outcomes and key recommendations from the existing/ongoing FTM reports. Through country inputs, the session aims to understand the support needs of the specific countries covered by the existing/ongoing FTM reports. The session will further lay the foundation to design a follow-up activity to support selected ATI members implement necessary reforms.
