2025 ATI General Assembly: a turning point for Domestic Revenue Mobilisation and the SDGs

The ATI will hold its 2025 General Assembly from 22 to 24 July in Addis Ababa, Ethiopia. The interactive three-day event will bring together over 70 member countries and organisations for strategic discussions on tax cooperation and sustainable development.

The Addis Tax Initiative (ATI) is pleased to announce the upcoming ATI General Assembly 2025 under the theme “Domestic Revenue Mobilisation: a turning point for achieving the SDGs”, scheduled from 22 to 24 July 2025 in Addis Ababa, Ethiopia. As the ATI Declaration 2025 nears its end-date, this pivotal event marks a strategic juncture for international tax cooperation and sustainable development financing. Organised as an interactive three-day forum, with in-person and hybrid participation options, the General Assembly will gather over 70 ATI member countries and supporting organisations for a dynamic and forward-looking exchange.  

 

Introduction to the post-2025 agenda 

With the 2030 deadline for the Sustainable Development Goals (SDGs) approaching, the General Assembly will emphasise domestic revenue mobilisation (DRM) as a crucial component for sustainable development finance. Participants will review achievements made under current ATI commitments, address ongoing challenges, and set new priorities. A central element of this year's General Assembly is the introduction of the new ATI Seville Declaration on DRM, developed collaboratively by a dedicated Task Force representing each of the three ATI stakeholder groups since last year. This Declaration will outline future commitments and strategic directions, promoting broad ownership and alignment with global development frameworks. 

 

Participants will have opportunities to deeply explore the Declaration through dedicated discussions and interactive sessions designed to build consensus and foster collective ownership. These dialogues intend to strengthen collaboration among members and ensure the Declaration reflects the diverse needs and strategic interests of all parties involved. 

 

Interactive format and technical exchange  

The General Assembly’s core aim is to assess progress on existing commitments, catalyse global cooperation for DRM, and discuss the Seville Declaration on DRM, which will shape and guide the ATI’s post-2025 direction. The forum will foster inclusive dialogue, technical exchange, and cross-regional collaboration to address systemic tax challenges and identify innovative pathways for equitable fiscal systems. 

 

Key activities include: 

 

  1. High-level opening and keynote address: Featuring thought leaders reflecting on the urgency of bridging the SDG financing gap through enhanced DRM.
  2. In-depth discussion of the upcoming ATI Seville Declaration on DRM: Presented through an interactive gallery walk, enabling participants to engage directly with the four renewed commitments shaping the future of ATI cooperation.
  3. Panel on progressive taxation: Discussing its role in curbing inequality and raising revenue, with practical insights from ATI partner countries and exploration of global solidarity levies.
  4. Technical sessions

    Taxation in the digital economy: Addressing emerging challenges in taxing income generated through digital platforms. 

    Tackling informality: Advancing holistic approaches to taxing the informal economy beyond presumptive measures. 

     

  1. Spotlight and marketplace sessions: Showcasing member innovations and providing a dynamic networking space to foster new partnerships and joint initiatives.
  2. Consultative Group meetings: Anchored in findings from the 2023 ATI Monitoring Report, these sessions will shape implementation plans for the post-2025 agenda.
  3. Special focus sessions

    IMF-ATI tax gap analysis: Presenting preliminary findings from the pilot IMF-ATI collaboration to understand revenue gap and potential in ATI partner countries. 

    Fair tax monitor: Evaluating environmental and gender considerations in national tax systems. 

     

  1. Closing panel and cultural programme: Concluding with an open fishbowl discussion on strategic priorities, followed by a celebratory Ethiopian cultural event. 

 

These sessions aim to equip participants with actionable insights and best practices to enhance DRM effectiveness and equity as well as to foster collaborative networks among practitioners.

 

Remote participation options are available, facilitating wide-ranging engagement among partner countries, development partners, and supporting organisations. The outcomes from the General Assembly are anticipated to influence international tax and development dialogues at major global fora, reinforcing robust DRM practices as essential components of sustainable development financing. 

 

About the ATI

The Addis Tax Initiative (ATI) is a multi-stakeholder partnership launched in 2015 at the Third Financing for Development Conference in Addis Ababa. It unites partner countries, development partners, and supporting organisations behind the goal of enhancing domestic revenue for sustainable development. Through peer learning, technical assistance, and collective action, the ATI supports countries in implementing reforms for fair, efficient, and transparent tax systems. The ATI’s current framework, the ATI Declaration 2025, centres on four commitments to improve domestic revenue mobilisation and foster international collaboration in tax matters. With 76 members today, the ATI continues to expand its network and impact, advocating that robust domestic revenue is critical to sustainable development and self-reliance. The annual ATI General Assembly is the Initiative’s primary forum for strategic exchange, accountability, and agenda-setting among its members, driving momentum in the global effort to finance the SDGs through improved taxation and revenue governance.
