The EU endorses the Seville Declaration on DRM
The European Commission, on behalf of the European Union, has officially endorsed the ATI Seville Declaration on DRM, marking an important step in the EU’s support for fair and effective taxation, sound public financial management and more efficient and equitable fiscal systems, ultimately contributing to stronger and fairer domestic revenue systems worldwide.
The Seville Declaration on Domestic Revenue Mobilisation (DRM) was launched by the members of the Addis Tax Initiative (ATI) in June 2025 at the Fourth Financing for Development Conference in Seville and forms part of the Sevilla Platform for Action. The document presents a renewed vision to strengthen countries’ capacity to generate sustainable, fair and transparent public revenues for sustainable development.
In the current global landscape, where there is slower growth, higher debt burdens, and rising financing costs, fiscal space has narrowed in many partner countries. As the largest provider of ODA for DRM, the EU’s endorsement of the Declaration and its commitment to continue supporting public financial management and DRM programmes worldwide marks an important milestone in the efforts to help countries’ capacity to rebuild the fiscal space.
Commissioner for International Partnerships Jozef Síkela underlined that domestic revenue mobilisation is central to fairness, trust and the ability of governments to invest in national priorities. He noted that the Declaration sends a strong signal on the need to deepen partnerships and to build fiscal systems that are green, digital, gender-responsive and fit for the future.
