Sida through the Swedish Embassy in Chisinau continue the support to reforms of the Moldovan state tax system through a third phase of collaboration between the Swedish Tax Agency (STA) and the Moldova State Tax Service (STA).The new phase of collaboration is based on the experiences and lessons learned from the two previous collaborations that were implemented during December 2013 through December 2016 and September 2018 through August 2021 respectively. Sida provided support to an inception phase October 2021 through July 2023 for the preparation of the project proposal for a third phase. The proposal was prepared in close collaboration between the two tax agencies and relevant key stake holders in Moldova. The overall goal of the collaboration is that the Moldovan State Tax Service (STS) capacity has been improved and that the STS has become a more modern trustworthy and supportive tax agency towards the tax payers. The project has three components (i) To improve human resources management (ii) To implement the international exchange of information system in order to meet the obligations of the OECD Global Forum on Transparency and Exchange of Information for Tax Purposes and (iii) To improve tax payer's services.During the course of implementation the STA will provide technical support capacity development and training to the STS management and other relevant key sectors of staff within STS to drive and implement the reform processes within the agency.The project was directly requested by the Ministry of Finance of Moldova and the results are expected to contribute to the operationalisation of priorities according to Moldova's EU integration agenda.
